Duties of Municipality
In respect to commended execution of state administration in fire protection sector,
City(1):
a)carries out preventive fire control,
b)by decision, it imposes measures to relieve the shortages that can cause fire or difficult to rescue people and property and checks fulfilment of these measures,
c)decides on the issue preclusion from usage,
d)designates intervention commander.
Defining entities in that the city carries out preventative fire control:
1)in objects of legal person or natural person – entrepreneur in that District Directorate does not carry out State Fire Control. District Directorate in terms of paragraph 21, letter i) of Act on fire protection notify to the municipality objects in that it carries out fire controls. Municipality carries out fire control in the other objects of legal entity or natural person – entrepreneur,
2)in the family houses except flats, houses except flats and in the other buildings that natural person owns or uses.
The City does not carry out preventative fire controls in:
- military objects, objects of Interior Ministry Forces, Railway Army, Corps of Prison and Judicial Guard, Police Force, Railway Police, Slovak Information Service and Customs Administration except customs warehouses,
- working, mining equipment, workplaces and underground activities subject to the supervision of public mining administration,
- runway vehicles, inland vessels, seaboards and civil aeroplanes.
The preventive fire control content ²:
(a)documentation:
1.fire statute,
2.workplace fire regulations,
3.fire alarm regulations,
4.fire evacuation plan,
5.fire book,
6.object list and places with increased risk of a fire,
7.evidence of control of fire extinguisher, fire stopping, automatic detection equipment, fire mains,
8.documentation about employee training about fire protection,
9.documentation about fire patrol training,
10.further documents, if it is specified by special regulations.
Documentation control:
- (1) – (6): elaborating and maintaining documentation in accordance with actual state,
- (7): regularity of execution of fire control,
- (8), (9): content of documentation about fire patrol training and documentation about training
- (10): for example documents of carrying out of chimney control and cleaning.
(b)carrying out of fire protection training and fire patrol training:
establishment of fire patrol is controlled
(c)combustible substances storage:
securing fire protection in storage is controlled
(d)approaches to electric, gas and water distribution facilities, escape ways and their
designation:
there it is controlled if fire-fighting accesses and escape ways are perpetually free and marked properly
(e)object equipment with fire extinguisher, fire stopping, automatic detection equipment, fixed or semi-fixed fire extinguishing system and their fighting power control.
Periods to carrying out of preventive fire controls:
- period of control can not be more than 5 years from when the previous control was carried out,
- the preventive fire controls in citizens are carried out in near five year period.
In case of doubts about soundness of chimneys, electric and gas distribution facilities on the part of fire security, a control group of municipality suggests municipality to ask competent authorities or competent persons for check (3).
This provision can be applied:
- in case of doubts about soundness of chimneys and controlled object does not submit
a certificate of chimney control and cleaning, municipality notify appropriate
District Directorate of Fire and Rescue Brigade of this situation to a further solution,
in case of doubts about soundness of electric and gas distribution facilities, municipality notify the appropriate Labour Inspectorate of this situation.
