EU HUNEX DECATHLON
Objectives:
“EÚ HUNEX DECATHLON 2009” exercise is based on an earthquake scenario in a fictions third country (outside EU), whereas the critical infrastructure of the country also suffers great damage. The management of the disaster situation exceeds the crisis management capability of the affected country; therefore the EU Community Civil Protection Mechanism will be activated with a request for assistance. The exercise will be conducted on the area of Hungary; and CECIS will by the main tool for communication. The governmental organs of the country affected in crisis management request assistance from the EU countries, primarily from Slovakia, Slovenia, Italy and Poland. Upon further request for assistance an EU Coordination Team will, through the Monitoring and Information Centre (MIC), also dispatched to the exercise.
Actions and means involved:
The main objectives is to simulate a command and communication exercise in an international field, and a practical employment of the most up-to-date info-communication systems, the organization of cooperation of the technical intervention teams, and the quick information of the population and the media. Furthermore, the objective of the exercise is to involve the citizens and the non-governmental organizations in the Disaster Management System. Our goal is to organize a complex multi-nation rescue-team exercise based on the European Union Community Civil Protection Mechanism according to the effective EU regulations and recommendations.

Direct results:
- Providing an opportunity to the partner teams and experts to participate in an European international rescue exercise and training,
- Strengthening the connection between international civil protection organizations and rescue teams in different countries of the European Union,
- Having the teams and experts trained in special conditions,
- Learning the application of modern info-communication and special technical equipment,
- Reinforcement of the cooperation and interoperability between the teams,
- Testing of the European Union Community Civil Protection Mechanism in practice,
- Utilization of the results and experiences of the exercise during the disaster preparation of the population,
- Getting a container radio frequency identification tool by the help of which their movement in the field can be controlled.
Indirect results:
By the use of identification and tracing equipment and wide-band data transmission systems the personal security of those participating in rescue will increase to a great extent, and the planning, direction and identification of the movement and activity of the teams can be improved. Through the integration of monitoring and air reconnaissance exact information can be obtained in the damage area.
The information of the public and the media takes place in real-time, so it can be provided authentically and quickly. The identification and tracing of persons (injured and victims) supported by a new information system can assist, to a great degree, the population in finding their relatives. Furthermore, the participating countries may use the results and experiences of the exercise also during the preparation of the population.
